India vs Pakistan ICC events will be held in neutral venues until 2028. (PTI)

After much delay, the International Cricket Council (ICC) on Thursday announced that India’s matches at next year’s Champions Trophy would be held at a neutral venue instead of Pakistan, the designated host for the tournament. As part of the solution, Pakistan will also not visit India for any ICC tournament until 2028, with its matches scheduled on neutral turf instead.

While the Champions Trophy is set to be held between February 19 and March 9, the schedule had not been announced due to the impasse over this issue. The PCB had categorically opposed the hybrid model but eventually agreed to it on reciprocal grounds.

This is the first major decision since former BCCI Secretary Jay Shah took over as ICC chair. This hybrid model, for all events until 2028, is expected to prevent any logjam ahead of major events over the next few years

“It was also announced that the Pakistan Cricket Board has been awarded hosting rights of the ICC Women’s T20 World Cup in 2028, where neutral venue arrangements will also apply,” it said.

The statement did not mention where India’s Champions Trophy matches would be played, but the BCCI has mentioned the UAE as the preferred venue. The choice of neutral venue will be made by the tournament host and will need to be approved by the ICC.

The schedule for the tournament will be released in due course, the ICC said. If India reaches the semifinals or final of the tournament, those games will also be held at a neutral venue.

India had insisted on not going to Pakistan for the tournament, citing security concerns. Pakistan had asked for the reasons in writing, arguing that every other major cricketing team has toured the country over the last few years and there have been no security concerns. The PCB chairman, Mohsin Naqvi, is also Pakistan’s Interior Minister.

Last month, Pakistan had quoted a letter circulated by the ICC board among its members in October, which mentioned that no country had objected to the Champions Trophy itinerary. However, within a fortnight of that letter, the BCCI informed the ICC about its reservations on travelling to Pakistan.

India has not played in Pakistan since the 2008 Mumbai terror attacks. While Pakistan came to India for the 50-over World Cup last year, India played the Asia Cup matches in Sri Lanka. Amid strained ties, the two countries haven’t held a bilateral series since 2013, only playing at multi-team events.

India have been placed in Group A for the Champions Trophy with defending champions Pakistan, Bangladesh and New Zealand, while Australia, England, South Africa and Afghanistan make up Group B. This will be the first ICC tournament in Pakistan since 1996.

नई दिल्ली। प्रधानमंत्री नरेंद्र मोदी की नेतृत्व वाली कैबिनेट ने भारत में ‘वन नेशन वन इलेक्शन’ के प्रस्ताव को मंजूरी दे दी है। कैबिनेट ने बुधवार को हुई बैठक में देश में एक साथ चुनाव कराने के प्रस्ताव को मंजूरी दी। जानकारी के मुताबिक दोपहर 3 बजे मोदी कैबिनेट की मीटिंग में लिए गए फैसले पर ब्रीफिंग की गई। केंद्रीय मंत्री अश्विनी वैष्णव ने कैबिनेट की मीटिंग पर प्रतिक्रिया दी। उन्होंने कहा कि केंद्रीय मंत्रिमंडल ने ‘एक राष्ट्र, एक चुनाव’ पर कोविंद पैनल की रिपोर्ट स्वीकार कर ली है। इससे चुनाव में होने वाले खर्च का बोझ कम होगा। केंद्रीयमंत्री ने कहा कि कैबिनेट की बैठक में वीनस ऑर्बिटर मिशन, गगनयान के विस्तार और चंद्रयान-4 मिशन को भी मंजूरी दी गई है। इससे पहले मोदी सरकार के तीसरे कार्यकाल के 100 दिन पूरे होने पर गृह मंत्री अमित शाह ने एक प्रेस कॉन्फ्रेंस को संबोधित करते हुए कहा था कि इस कार्यकाल के पूरा होने से पहले ही देश में ‘एक राष्ट्र, एक चुनाव’ लागू कर दिया जाएगा।
बता दें कि इस साल की शुरुआत में पूर्व राष्ट्रपति राम नाथ कोविंद की अध्यक्षता में एक हाई लेवल पैनल ने लोकसभा और राज्य विधान सभाओं दोनों के लिए एक साथ चुनाव कराने की सिफारिश की थी। इसके लिए पैनल ने 18 संवैधानिक संशोधनों का भी सुझाव दिया, जिनमें से अधिकांश को राज्य विधानसभा की मंजूरी की आवश्यकता नहीं है, लेकिन संवैधानिक संशोधन विधेयक के रूप में संसद की मंजूरी की आवश्यकता होगी।

पूर्व राष्ट्रपति रामनाथ कोविंद की अध्यक्षता वाली समिति ने इस मुद्दे पर 62 पार्टियों से संपर्क किया था। इनमें 47 राजनीतिक दलों ने अपनी राय दी थी, जबकि 15 पार्टियों ने कोई प्रतिक्रिया नहीं दी थी। प्रतिक्रिया देने वाले 47 दलों में से 32 ने एक साथ चुनाव कराने के विचार का समर्थन किया था, जबकि 15 पार्टियों ने इसका विरोध किया था।

देशभर में एक साथ चुनाव करवाने पर करोड़ों रुपये की बचत होगा। साथ ही चुनाव आयोग को बार-बार चुनाव कराने से निजात मिलेगी। एक साथ चुनाव होने से फोकस चुनाव पर नहीं बल्कि विकास पर होगा। साथ ही बार-बार आचार संहिता लगाने की जरूरत नहीं होगी। इससे काले धन पर लगाम लगाने में भी मदद मिलेगी। पैनल ने राज्य चुनाव अधिकारियों के परामर्श से भारत के चुनाव आयोग (ईसीआई) द्वारा एक सामान्य मतदाता सूची और मतदाता पहचान पत्र तैयार करने की भी सिफारिश की। वर्तमान में, ईसीआई लोकसभा और विधानसभा चुनावों के लिए जिम्मेदार है, जबकि नगर पालिकाओं और पंचायतों के लिए स्थानीय निकाय चुनावों का प्रबंधन राज्य चुनाव आयोगों द्वारा किया जाता है।

स्टडी में क्या कहा गया है?
रिपोर्ट के अनुसार कुछ रिसर्चर्स ने एक स्टडी की है, जिसमें सामने आया है कि पेपर स्ट्रॉ से कोई भी ड्रिंक पीना नुकसानदायक हो सकता है. इस स्टडी में दावा किया गया है कि इन स्ट्रॉ में कुछ टॉक्सिक कैमिकल होते हैं, जो लोगों के लिए खतरनाक होने के साथ ही दूसरे जीवों और पर्यावरण के लिए भी खतरा पैदा कर सकती हैं. स्टडी में कहा गया है कि जब कई स्ट्रॉ पर रिसर्च की गई तो सामने आया कि कागज और बांस की बनी स्ट्रॉ में पॉली- और पेरफ्लूरोएल्काइल पदार्थ (पीएफएएस) मिला है.
बता दें कि पीएफए के लिए कहा जाता है कि ये काफी लंबे समय तक जीवित रहते हैं और इंसानों की हेल्थ के लिए खतरनाक है. स्टडी के अनुसार, बाजार में पेपर स्ट्रॉ बना रही करीब 20 में से 18 कंपनियों की स्ट्रॉ में शामिल है. हालांकि, अभी ये सामने नहीं आया है कि क्या ये पीएफए उस ड्रिंक में भी घुल जाता है.

ये कैमिकल ऐसे होते हैं कि ये लंबे समय तक आपके शरीर में रह सकते हैं. इस कैमिकल की वजह से शरीर में थायराइड, कॉलेस्ट्रॉल बढऩे, लिवर में दिक्कत, किडनी में कैंसर, जन्म के समय कम वजन, टीकों का असर कम होना जैसी दिक्कत हो सकती हैं. वहीं, इस स्टडी में ये भी सामने आया है कि किसी भी स्टील स्ट्रॉ में पीएफएएस निशान नहीं पाया गया और वो सेफ हैं. बता दें कि बड़ी मात्रा में कागज की स्ट्रॉ में पीएफएएस की उपस्थिति वॉटर कोटिंग की वजह से है.

दरअसल, विकासनगर कोतवाली पुलिस को देहरादून के रहने वाले राजीव आनंद ने इस मामले में तहरीर दी थी। उन्होंने अपनी शिकायत में पुलिस को बताया कि वह कंस्ट्रक्शन का काम करते है और उन्हें अपना कुछ पैसा जमीन में इन्वेस्ट करना था। इस बारे में उन्होंने अपने परिचित मनित बालिया पुत्र वीरेंद्र बालिया निवासी बदरीपुर देहरादून और शावेज खान पुत्र इन्नामुला खान निवासी माता मंदिर रोड देहरादून से बात की।

दोनों ने राजीव आनंद की मुलाकात लाखन सिंह पुत्र हरनंदन निवासी बंशीपुर एटनबाग हरबर्टपुर से कराई। लाखन सिंह ने राजीव आनंद को बताया कि वह यहां का मूल निवासी है और उसके साथी जगबीर सिंह, मोहम्मद इकराम व इश्तियाक के पास 65 बीघा जमीन एक चक है, जिस पर कोई विवाद भी नहीं है। राजीव आनंद का आरोप है कि लाखन सिंह, जगबीर सिंह, मोहम्द इकराम, इश्तियाक और अब्दुल कादिर ने अपने हुए परिवार के नाम की खतौनी भी दिखाई। इसके बाद उनके बीच 32 लाख 70 हजार रुपए प्रति बीघा का रेट तय हुआ। इस तरह राजीव आनंद ने आठ करोड़ 83 लाख और 23 हजार रुपए दिसंबर 2023 में आरोपियों को दिए।

राजीव आनंद की शिकायत के मुताबिक 8 करोड़ रुपए से ज्यादा लेने के बाद आरोपियों ने 16 बीघा जमीन की रजिस्ट्री उसके नाम की, जिसकी कीमत करीब पांच करोड़ 30 लाख रुपए थी। आरोप है कि आरोपियों ने साढे तीन करोड़ की भूमि का राजीव आनंद के साथ एग्रीमेंट किया और कुछ दिन बाद रजिस्ट्री करने की बात की।

आरोप है कि जब कुछ दिनों बाद राजीव आनंद ने बची हुई जमीन की रजिस्ट्री कराने को कहा तो आरोपी आनाकानी करने लगे। इसके बाद राजीव आनंद को भी उनकी नियत पर कुछ शक हुआ और राजीव ने जमीन के दस्तावेज खंगालने शुरू किए। जमीनों के दस्तावेज खंगाले गए तो पता चला कि जिस जमीन का आरोपियों ने उसके साथ अनुबंध किया था, वह उन्होंने अपने नाम करवा ली है। जब इस बारे में राजीव आनंद ने आरोपियों से पूछा तो उन्होंने कहा कि उसे कोई जमीन नहीं मिलेगी और न ही वो उसका तीन करोड़ रुपया वापस करेंगे। राजीव आनंद का आरोप है कि न सिर्फ आरोपियों ने उसके साथ झूठे कूट रचित दस्तावेज बनाकर धोखाधड़ी की है, बल्कि गाली गलौज कर उसको वह उसके परिवार को जान से मारने की धमकी दी है।

विकासनगर कोतवाल राजेश शाह ने बताया कि सभी पांचो आरोपियों के खिलाफ मुकदमा दर्ज कर जांच की जा रही है।

रुद्रप्रयाग। विश्व विख्यात केदारनाथ धाम में स्थित केदारनाथ के क्षेत्र रक्षक के रूप में पूजे जाने वाले भैरवनाथ भगवान के मंदिर का एक वीडियो सोशल मीडिया में वायरल हो रहा है। वीडियो में एक व्यक्ति मंदिर में पहुंचकर मूर्तियों के साथ छेड़छाड़ कर रहा है। उस व्यक्ति ने जूते भी नहीं उतारे हैं और जूते पहनकर ही मूर्तियो से छेड़छाड़ कर रहा है। तीर्थ पुरोहितों के कड़े विरोध के बाद पुलिस ने हरकत में आकर मामले में मुकदमा दर्ज कर दिया है।

विश्व विख्यात केदारनाथ धाम के कपाट बंद हैं। पौराणिक परंपरा के अनुसार 6 महीने धाम में देवगण भगवान भोले शंकर की पूजा करते हैं और फिर अगले 6 महीने नर बाबा केदार के दर्शन करने आते हैं। धाम से एक वीडियो वायरल हो रहा है, जिसमें एक व्यक्ति भैरवनाथ मंदिर में जाकर बर्फ को हटाकर पैसे ढूंढने का प्रयास कर रहा है। वीडियो में दिख रहा है कि ये व्यक्ति जूते पहनकर प्रतिमा को भी स्पर्श कर रहा है। तीर्थ पुरोहित अंकुर शुक्ला ने बताया कि यह वीडियो भुकुंट भैरवनाथ मंदिर का है। भुकुंट भैरवनाथ केदारनाथ धाम के रक्षक हैं। वीडियो में साफ दिख रहा है कि एक व्यक्ति भुकुंट भैरवनाथ मंदिर में जाकर मूर्तियों के साथ छेड़खानी कर रहा है। मंदिर प्रांगण में जूते पहनकर गया है।

उन्होंने कहा कि हमारी सनातनी परंपरा है कि 6 महीने जब कपाट बंद होते हैं तो केदारनाथ धाम में कोई भी व्यक्ति नहीं रहेगा,  लेकिन आपदा के बाद नवनिर्माण का काम चल रहा है, इसलिए वहां पर श्रमिक मौजूद हैं। ऐसे में हमारा सवाल ये है कि भुकुंट भैरवनाथ के मंदिर में गया व्यक्ति कौन है? वो मंदिर की पवित्रता को नष्ट करता दिख रहा है। वह शख्स इन पौराणिक मूर्तियों को खंडित भी कर सकता था। इसकी जिम्मेदारी कौन लेगा? उन्होंने केदारनाथ धाम मंदिर की सुरक्षा को लेकर भी सवाल खड़े किए हैं। उन्होंने मंदिर समिति और पुलिस से सख्त कार्रवाई करने की अपील की है। भुकुंट भैरवनाथ मंदिर के वायरल वीडियो का पुलिस ने संज्ञान लिया है।

रुद्रप्रयाग पुलिस ने संबंधित व्यक्ति, ठेकेदार और कंपनी पर मुकदमा दर्ज किया है। धार्मिक भावनाओं को आहत करने सम्बन्धी सुसंगत धारा में कोतवाली सोनप्रयाग में अभियोग पंजीकृत किया गया है। उक्त घटनाक्रम पर पुलिस स्तर से तत्काल प्रारम्भिक जांच की गयी। प्रथम दृष्टया उक्त वीडियो थोड़ा पुराना पाया गया। वीडियो में दिख रहा व्यक्ति केदारनाथ पुनर्निर्माण कार्यों में लगी एक कम्पनी का मजदूर होना जानकारी में आया है। पुलिस स्तर से इस मामले में कोतवाली सोनप्रयाग में भारतीय न्याय संहिता (अभियुक्तगणों द्वारा केदारनाथ धाम मन्दिर के निकट स्थित भैरवनाथ मन्दिर में जूते पहनकर प्रवेश कर हाथ में पकड़े डण्डे से मूर्तियों से छेड़छाड़ कर धार्मिक भावनायें आहत करने, गृहभेदन) के सम्बन्ध में सज्जन कुमार व संबंधित ठेकेदार एव संबंधित कंपनी के कर्मचारी के विरुद्ध अभियोग पंजीकृत कर विवेचनात्मक कार्रवाई प्रारम्भ की गयी है।

भैरवनाथ की महिमाः हिंदू धर्मिक मान्यताओं के हिसाब से जहां भगवान शिव के देवस्थल हैं, वहां पर काल भैरव के मंदिर भी होते हैं। जब तक भैरवनाथ के दर्शन ना कर लिया जाएं, तब तक भगवान शिव के दर्शन भी अधूरे माने जाते हैं। बाबा केदार की पूजा से पहले केदारनाथ में भुकुंट बाबा की पूजा किए जाने का विधान है। भुकुंट भैरव को केदारनाथ का पहला रावल माना जाता है। केदारनाथ धाम से आधा किलोमीटर दूर पर भुकुंट भैरवनाथ का मंदिर स्थित है। शीतकाल में जब केदारनाथ धाम के कपाट बंद हो जाते हैं तो सुरक्षा भुकुंट भैरव के भरोसे ही रहती है।

मसूरी थाना प्रभारी अरविंद चौधरी ने बताया कि बुधवार देर रात स्कॉर्पियो में सवार पांच लोग धनौल्टी जा रहे थे। इस दौरान चालक धनौल्टी मार्ग स्थित कैसेल रेस्टोरेंट पर गाड़ी पार्क कर रहा था। अंधेरे में जगह का अंदाजा नहीं होने से गाड़ी बैरिकेडिंग तोड़ते हुए नीचे खाई में गिर गई। दुर्घटना में हरपाल सिंह (46) पुत्र स्वर्गीय तेज सिंह पंवार, दिलीप सिंह पंवार (48) पुत्र स्वर्गीय भगवान सिंह पंवार निवासी कंडीसौड़ विकोल, टिहरी गढ़वाल की मौके पर मौत हो गई।

वीरेंद्र सिंह (36) पुत्र शूरवीर सिंह, दीवान सिंह पंवार (54) पुत्र अव्वल सिंह पंवार निवासी कंडीसौड़ विकोल, टिहरी गढ़वाल और विजय लाल (40) पुत्र दिवंगत संतू लाल निवासी धरासू उत्तरकाशी गंभीर रूप से घायल हो गए। घायलों को उपचार के लिए 108 एंबुलेंस के माध्यम से लंडौर कम्युनिटी अस्पताल ले जाया गया जहां पर तीनों का उपचार किया जा रहा है। हादसे में जान गंवाने वाले लोगों के शवो को पुलिस ने अपने कब्जे में लेकर मसूरी उप जिला चिकित्सालय में पोस्टमार्टम के लिए भेज दिया है।

कोतवाल ने बताया कि दुर्घटना की सूचना मिलते ही वह मसूरी पुलिस और फायर सर्विस की टीम 108 एंबुलेंस के साथ मौके पर पहुंचे। घायलों को खाई से निकाल कर अस्पताल में भर्ती कराया गया। दोनों शवों को पोस्टमार्टम के लिए भेजा गया है।

कोतवाल अरविंद चौधरी ने कहा कि दुर्घटना के कारणों की जांच भी की जा रही है। दुर्घटना की सूचना मृतकों और घायलों के परिजनों को दे दी गई है।
